Zotov even tried, while living in France, to arrange a profitable, in his opinion,a political combination for Russia by proposing to the representative of the French government a project for the marriage of Tsarevich Alexei Petrovich to one of the French princesses. In 1719, commanding the ship under the command of Admiral Sinyavin, he captured the enemy vessel. He was temporarily overseer at the Admiralty Board, in order, in the words of Peter, to "show the strength of that position" by his future successors.
